You've heard the saying; "Power corrupts; And 'absolute' power, corrupts absolutely." -- Well, one-to-two years from now; Assuming 'FBI' investigations are ever 'launched'; It seems like 'a given,' that there was the most ma$$ive fraud in history committed; Only by then, it will be more than a 'hunch,' by some!
 
Besides Not spending the $350 'B.' {of the total $700 B.} for the purpose it was 'promised'; I like to think, that it has occurred to others, with the means to pursue this matter, in the courts; That literally handing out, $350 billion, to a few chosen 'Big banks,' to buy up, 'smaller' banks; Is also an excellent {accounting} subterfuge, to 'launder' signifigant sums, of that {mostly spent}, $350 billion!
That Pres.-elect 'Obama,' wants to spend the remaining $350 billion, allegedly, to 'shore up' our dismal economy; When the first half 'installment' was of little effect; Should be, {but isn't yet}, a widely-perceived, 'Bad Joke'; About to become.. roughly, twice as worse!!

Why do you think it a given that the FBI investigates when the people that would normally call out the FBI are themselves, guilty parties?
