Everything appears to be working correctly in the Message Center. What kind of error message do you see, or what do you see on the screen when you try to send a message?

you must be logged in to access this page make sure that you have enabled cookies in your browser. i checked that all are enabled

We logged in to your account and were able to successfully use all areas of the Message Center, including sending messages.
 
If in fact you are getting the "must enable cookies" error than there must be some configuration in your browser that is disabling them. As a test you might try using a different browser to access Caissa to see if the same problem occurs.
